How to Become an Approved Electricity Retailer in Red Deer

The City of Red Deer Electric Utility operates as a regulated wire service provider but allows third-party retailers to offer electricity services within its service area.

Retailers must follow specific regulatory, legal, and financial steps before they can enroll customers or operate in the Red Deer Settlement Zone.

This guide outline's what's required to become an approved retailer.

Step 1: Apply for a Retailer ID with AESO

Before becoming active in Alberta's electricity market, you must register as a retailer with the Alberta Electric System Operator (AESO).

Step 2: Submit Your Application to ENMAX Power Corporation

The City of Red Deer has partnered with ENMAX Power Corporation to manage the following on its behalf:

  • Retailer onboarding
  • Prudential (financial) reviews
  • Data exchange setup for cumulative sites
  • Load settlement coordination

To begin the approval process, retailers must follow ENMAX's onboarding steps as outlined on their website. 

Step 3: Review and Finalize the Retail Access Service Agreement

Once your application and financial review have been submitted to ENMAX Power Corporation, ENMAX will notify the City of Red Deer that you've completed the preliminary requirements (Steps 1 & 2). At that point, you must contact the City of Red Deer directly at ELPmeters@reddeer.ca to initiate the Retail Access Service Agreement (RASA) process.

A City of Red Deer representative will then:

  • Provide the Retail Access Service Agreement (RASA) & Historical Consumption Request Agreement (HCRA)
  • Coordinate the signing process
  • Return fully executed copies for your records

Note: A signed RASA must be on file before you can begin enrolling customers in the Red Deer Settlement Zone.
