Multi-Family Plant & Mulch Rebate Pilot Program

This program offers a rebate to multi-family residences that purchase and install drought tolerant landscapes. Pre-approval from the City of Red Deer is required prior to any work taking place.

A rebate of 50% of the cost to a maximum of $500 is applied to the property’s utility account.

The deadline to apply was September 16, 2024.

Who can apply?

  • Properties that exceed three dwelling units and are in the city of Red Deer.
  • The proposed project area is no less than 90 m².
  • A minimum of 40% of the landscape will be installed with or converted to approved drought tolerant plants and mulch. Please see the Qualifying Plants List (pdf).
  • The project has not yet been started.
  • A rebate has not already been received for the same property.
  • The project will be completed on or before October 31, 2024.

Application Process

  1. Please complete the Program Eligibility Form (linked below). This form must be completed in order to determine eligibility to proceed to the next step of the application process.
  2. If program eligibility is approved, a City of Red Deer staff member will contact you to schedule a site visit. This visit is to ensure your project idea will meet the minimum requirements.
  3. If using a landscaper, submit an itemized invoice. If not using a landscaper, please ensure a list of all plants/materials that are to be purchased are submitted. This must be submitted within two weeks after the site visit is completed and prior to any work taking place.
  4. Once approved, begin your project! Applicants have until October 31, 2024 to complete the project.
  5. Once complete, schedule a post-project site visit with the City and submit all receipts/invoices for proof of payment.
  6. After final approval, your rebate will be added to the property’s utility account. Please allow 8-12 weeks to see the rebate on the property’s utility bill.

Eligible Costs

  1. Plants on the Qualifying Plants List (pdf)
  2. Permeable mulch (rock will not be accepted).
  3. Install and delivery costs.

Ineligible Costs

  1. Non-qualifying plants and artificial turf.
  2. Hardscaping such as stone paths, stone walls, concrete, etc.
  3. Landscaping fabric.
