Multi-Family Plant & Mulch Rebate Pilot Program
This program offers a rebate to multi-family residences that purchase and install drought tolerant landscapes. Pre-approval from the City of Red Deer is required prior to any work taking place.
A rebate of 50% of the cost to a maximum of $500 is applied to the property’s utility account.

Who can apply?
- Properties that exceed three dwelling units and are in the city of Red Deer.
- The proposed project area is no less than 90 m².
- A minimum of 40% of the landscape will be installed with or converted to approved drought tolerant plants and mulch. Please see the Qualifying Plants List (pdf).
- The project has not yet been started.
- A rebate has not already been received for the same property.
- The project will be completed on or before October 31, 2024.
Application Process
- Please complete the Program Eligibility Form (linked below). This form must be completed in order to determine eligibility to proceed to the next step of the application process.
- If program eligibility is approved, a City of Red Deer staff member will contact you to schedule a site visit. This visit is to ensure your project idea will meet the minimum requirements.
- If using a landscaper, submit an itemized invoice. If not using a landscaper, please ensure a list of all plants/materials that are to be purchased are submitted. This must be submitted within two weeks after the site visit is completed and prior to any work taking place.
- Once approved, begin your project! Applicants have until October 31, 2024 to complete the project.
- Once complete, schedule a post-project site visit with the City and submit all receipts/invoices for proof of payment.
- After final approval, your rebate will be added to the property’s utility account. Please allow 8-12 weeks to see the rebate on the property’s utility bill.
Eligible Costs
- Plants on the Qualifying Plants List (pdf)
- Permeable mulch (rock will not be accepted).
- Install and delivery costs.
Ineligible Costs
- Non-qualifying plants and artificial turf.
- Hardscaping such as stone paths, stone walls, concrete, etc.
- Landscaping fabric.
