Toilet Rebate

Replacing a high-flow toilet with a low-flow (6 litres per flush or less) toilet can save over 25,000 litres of water per person every year. Red Deer residents that switch to a low-flow toilet may qualify for a $25 rebate.

The toilet rebate program will be permanently closing on December 31, 2024.

 In 2008, the toilet rebate program was introduced to help meet the goals of the Environmental Master Plan and encourage Red Deerians to reduce their water consumption. Since being introduced, approximately 5,300 households have replaced over 7,000 toilets. Total water savings are estimated at 2.1 billion litres since the toilet rebate program began. Most households are now utilizing low-flow toilets, therefore with participation declining each year the program is no longer needed. The City of Red Deer is researching other rebate programs to support residents with conserving water.

Toilets use more water than any other appliance or fixture in the home, and account for approximately 1/3 of the average household’s water use. 67% of Red Deer’s treated water is used for residential purposes, so we all have a responsibility to use water more efficiently.

The City of Red Deer offers a $25 rebate to residents who replace high-flow toilets (greater than 6 litres or 1.6 gallons per flush) with low-flow toilets (less than 6 litres or 1.6 gallons per flush). Maximum two rebates per utility account.  People who participated in the program in past years are not eligible to receive another rebate.

Who qualifies for a rebate?

You qualify for a utility bill rebate through the Toilet Rebate Program if you:

  • Are a city of Red Deer resident
  • Have a current City of Red Deer utility account
  • Have purchased a qualifying toilet in the current calendar year
  • Install the new toilet in a home built before 2008*
  • Do not require a plumbing permit to install a new toilet*
  • Dispose of your high-flow toilet at the Waste Management Facility

* Homes constructed or renovated after 2008 where a plumbing permit is required must install low-flow plumbing fixtures, as per Utility Bylaw 3606/2018 (pdf). A permit is not needed to simply replace an existing toilet.

Which toilets qualify for rebates?

Qualifying toilets (pdf) have been third-party tested and rated for their flushing performances to help ensure customer satisfaction.

How can I apply?
  • Purchase and install a qualifying toilet in your home. Keep the original receipt and attach it to your rebate application.
  • Dispose of your high-flow toilet, free of charge, at the Waste Management Facility. Be sure to get a toilet disposal verification stamp on your receipt from the scale house and attach it to your rebate application.
  • Complete and submit the application form. You may apply online or via a paper Toilet Rebate Application Form (pdf). If using a paper form, please mail your application package to:

Rebates are processed on a first-come, first-served basis and will be credited to the applicant’s utility account in eight to 12 weeks.
