(Red Deer, Alberta)

The City of Red Deer invites practicing artists (including artist teams) to apply for an Artist Pre-Qualification for a new public art project at the Emergency Services Headquarters (HQ) facility, located at 4340 32 Street.

Red Deer Emergency Services provides fire, EMS, rescue, 9-1-1 answering and dispatching and fire prevention and investigation services for our community. The HQ facility is undergoing renovations to accommodate the Emergency Communications Centre (ECC) and provide additional space for operations.

The new public art piece will be located on a plaza area in front of a newly constructed “blast wall” on what was the original Fire Station driveway. The area will be redeveloped with shrub beds and landscaping to accentuate the piece, which will serve as the central element of the space. The location is on a busy street in a residential neighbourhood and will be highly visible to both vehicle and pedestrian traffic.

This two-stage competition is open to any artist working in two or three-dimensional media. Up to three short-listed artists will receive a stipend of $1,000 to submit a proposal and maquette and to deliver a 15-minute presentation to the Public Art Commission in March 2022.

The Commission will choose a finalist whose proposal responds best to the site and who has the experience to conceive and realize a public artwork on this site. The finalist will be awarded a contract for the design, production and installation of a new artwork or installation. The selected artist will work closely with City of Red Deer staff to manage the production of the work, scheduling and installation coordination with the project team.

Submission requirements:

  • Artist statement that details interest in the project, demonstrates relevant experience, ability and general artistic approach
  • CV and references
  • Sample projects, including scale, budget, materials and relevance. Images should be limited to a maximum of 10.

Submission deadline: December 14, 2021 at 4 p.m.

Late submissions are not permitted. Submissions that do not meet the mandatory requirements will be disqualified and not evaluated further.

Applications are accepted online only, through the online eprocurement tool bids&tendersTM. Each respondent must have a Bidding System Vendor Account and must register as a Plan Taker opportunity. There are no fees or charges for accessing or downloading City of Red Deer Opportunities on bids&tendersTM.
