(Red Deer, Alberta)The following decisions were made at today’s City Council meeting.
- Electric Utility Annual Report for Alberta Regulation
City Council approved the Electric Light & Power (EL&P) department's Annual Compliance Report, as required by the Code of Conduct Regulation (Alta. Reg. 58/2015). The report will now be submitted to the Alberta Utilities Commission (AUC). In 2023, there were no complaints or instances of non-compliance to report. - Funding request from Vantage Community Services
City Council denied an emergency funding request submitted by Vantage Community Services for $320,000 for the period of April 1, 2024, to March 31, 2025, to continue its Street Ties program. City Council noted this was a difficult decision. They acknowledged the important work of the organization in the community, specifically for youth accessing the program who are vulnerable. City Council also indicated this work should be provincially funded and highlighted a need for the GOA to consider transition and planning to ensure the needs of these youth continue to be met. - Loan Deferral for Central Alberta Humane Society (First Reading)
A loan deferral for Central Alberta Humane Society passed first reading and will be back in front of council for second and third reading in two weeks on April 29, 2024. - Land Use (Zoning) Bylaw Amendment (First Reading)
City Council passed first reading of a new Land Use Bylaw, also known as the Zoning Bylaw. The updated bylaw focuses on reducing restrictions, streamlining standards, allowing more uses in all zones, and to allow for more housing options for people at all ages and stages of life. Notable proposed changes include: reducing the number of residential, commercial and industrial districts into zones, more gentle density options, increased building heights, and greater flexibility for development applications.

City Council deferred a decision on the future of Stormwater as a utility to the Utility Governance Project for Council for consideration and next steps.
The following Public Hearings occurred as part of today’s regular meeting of Council:
- Land Use Bylaw amendment (site exception) – Public Hearing
City Council passed second and third reading of a site exception amendment to the Land Use Bylaw that eliminates a provincial requirement to provide an engineer’s report concerning a landfill setback.
- Land Use Bylaw amendment (rezoning) – Public Hearing
City Council passed second and third reading to amend the Land Use Bylaw to rezone 3837 47 Street, in the Eastview neighbourhood, from R1A Residential (Semi Detached Dwelling/Duplex) District to R2 Residential (Medium Density) District. The property is a corner lot. It is currently vacant, except for a rear garage.

- Representative Committees of Council:
City Council appointed the following to serve on the Mayor’s Recognition Awards Committee for the term to expire as follows:- Linda Cullen-Saik 2 year term – term to expire at the Organizational Meeting 2025
- Sheyi Olubowale: 2 year term – term to expire at the Organizational Meeting 2025
- Lorrie Whiteway: 2 year term – term to expire at the Organizational Meeting 2025
- Heather Lewchuk: 1 year term – term to expire at the Organizational Meeting 2024
- Maureen Toews: 1 year term – term to expire at the Organizational Meeting 2024
City Council also appointed the following to serve on the Red Deer Regional Airport Authority Board for the term to expire as follows:

- Mindi Ganson: 2 year term – term to expire December 31, 2025
- Amalgamated Transit Union (ATU)
An ATU update was provided to City Council. ATU employees will see an increase of nine per cent over three years, effective January 1, 2023. This increase includes 3.5 per cent in 2023, 3 per cent in 2024, and 2.5 per cent in 2025. The arbitrator’s decision is binding.

City Council directed administration to communicate three decisions related to the permanent shelter including:
- Ceasing negotiations of the most recently recommended site;
- Arranging a meeting with the Province of Alberta; and,
- Mayor and Council will provide a community update.
