(Red Deer, Alberta)The Monday, July 8, 2024 Regular City Council Meeting will not have any closed portion, it will start at 10:30 with the open agenda.
The following items are on the agenda:
BYLAWS
Zoning Bylaw Amendment
- As part of the Consent Agenda, Council will consider first reading of omnibus Zoning Bylaw Amendment 3357/QQ-2024, which was initiated by City administration to reduce red tape, align with other regulations and help external applicants with immediate development needs.
- These amendments will improve efficiency in the application of the Zoning Bylaw by clarifying definitions and regulations to reduce interpretation errors and will clearly outline application requirements to avoid confusion regarding submission expectations. The amendment better aligns the Zoning Bylaw with standard departmental practices and other pieces of legislation.
- Administration will continue to initiate these types of amendments as they are identified in the newly implemented Zoning Bylaw.
REPORTS
Development Permit Application
- City Council will consider a Development Permit application to construct a five-storey apartment building at 6 Colby Avenue in Clearview Ridge.
- An apartment building is a permitted use of the site, which is zoned Direct Control District No. 27. The applicant is seeking a 15 per cent variance to the minimum parking requirements and substantial changes to the layout in the Site Plan and Design Package adopted by City Council in 2010, and City Council is the Development Authority in this district when there is a variance greater than 10 per cent.
- Administration supports the variance to the parking and Site Plan and Design Package changes. With the changes to the layout, the development area still functions in the manner shown on the Site Plan and Design Package. The applicant’s letter of intent indicates the units will be affordable rentals.
- The City of Red Deer’s Strategic Plan encourages provision of housing with an emphasis on:
- connected people and communities,
- inclusive community,
- great spaces and places, and
- involved people and communities.
Long Term Business & Financial Systems Report
- City Council will receive a report on the Long-Term Business and Financial Systems Plan, which outlines how administration anticipates evolving the organization to a more mature financial state. This plan results from a Council resolution during the 2024 Budget process identifying a need to pursue an improved, sustainable financial position for the organization.
Committee of the Whole
- City Council will receive a report proposing a new Council committee: Committee of the Whole (COTW). This committee would be comprised of all members of Council, their meetings would be open to the public, and offer Council a means of meeting in a less formal setting than Council meetings.
