Extension approved for temporary shelter

The temporary shelter is one step closer to being able to continue operating at Cannery Row until February 1, 2024 following a Land Use Bylaw amendment approved by City Council yesterday. Council deferred consideration of the Development Permit to January 31, 2022.

“Council recognizes this is a temporary solution to provide immediate services required by our vulnerable population until a purpose-built, integrated permanent shelter is operational,” said Mayor Ken Johnston. “This site provides adequate space and amenities to support the ever-changing requirements the shelter needs to continue operating during the pandemic.”

The temporary shelter at Cannery Row was established in March 2020 in response to the COVID-19 pandemic and the resulting need for a safe, physically distanced shelter for our community’s vulnerable population.

“The decision to allow the operations at Cannery Row was a difficult one, but what we need to remember is that we are planning for a fully integrated permanent shelter that transforms how we support the individuals who access it. The permanent integrated shelter will provide hope and dignity for those in need while also integrating into the community,” said Johnston.

During the meeting, Council tabled the discussions and decision around extending the mitigation strategies and the details of the development permit and business license. During their January 31, 2022 regular meeting, Council will consider $593,600 to continue the mitigation strategies for the Railyards neighbourhood in 2022 and 2023.

The mitigation strategies extension being proposed were originally presented in May 2021. They are tactical implementations such as enhanced business and resident engagement, security, cleaning, and programs such as a safe walk program. These added services are currently funded through the State of Local Emergency, which is in place up until February 15, 2022.

Yesterday's decision by Council pertains only to the temporary shelter at Cannery Row. The zoning and development process for the potential permanent shelter location will begin in the next few weeks.
