CONSENT:
Council meeting time change request
- Council will consider changing the start time for the July 14 Council meeting from 10:30 a.m. to 3 p.m.
Postponement: Annual Financial Update of Westerner Exposition Association
- Administration is requesting that Council postpone the Annual Financial Update of the Westerner Exposition Association from the second quarter of 2026 to the July 28, 2026 Regular Council Meeting. As Council previously directed that the update be presented during Q2 of each year, Council approval is required to defer the report beyond that timeframe. The postponement is requested due to staff capacity constraints and competing priorities associated with preparations for Westerner Days by both The City and the Westerner Exposition Association.
Monfort Lighting Project Update
- An update on the project timelines will be provided. Originally planned to be completed by November 2025, the project is now expected to be completed by the end of 2026. Work includes lighting improvements, trail infrastructure upgrades, and aging staircase replacement.
BYLAWS:
Kentwood NE Kingsgate Neighbourhood Area Structure Plan
- City Council is asked to approve an amendment to the Kentwood Northeast (Kingsgate) Neighbourhood Area Structure Plan (NASP) that would expand the boundary to include approximately 1.35 hectares of land at 8040 52 Avenue.
- The amendment is intended to support the Highway 11A twinning and overpass project by enabling future access to 8040 52 Avenue from Kingston Drive, while also establishing the planning framework for additional residential development in the Kentwood neighbourhood.
Zoning Bylaw Amendments 3357/X-2026 and 3357/HH-2026 – Supportive Living Accommodation
- City Council is asked to consider proposed bylaw amendments related to Supportive Living Accommodations in the Public Service Zone. Council was originally presented with three options for addressing the definition of Supportive Living Accommodation and potential on-site support requirements, and later directed Administration to bring forward Bylaw 3357/X-2026 for first reading before June 30, 2026.
- The proposed amendments now include a fourth option for Council’s consideration (Bylaw Amendment 3357/HH-2026). This option would require Supportive Living Accommodations in the Public Service Zone to have at least one operator on site at all times when at least one resident is present. The requirement would apply consistently across all sites in that zone, rather than being limited to one specific property.
- While the fourth option has been prepared for Council’s consideration, Administration continues to recommend that Council proceed with Option 1. If Council gives first reading to any proposed amendments, they would move forward for public hearing.

Development Permit Consideration: Proposed Emergency Shelter
- This item will not be posted/distributed until end of day, Friday, June 19, as it is still undergoing final review and completion.
RCMP – Q4 Report
- Red Deer RCMP will submit the Fourth Quarter report which includes statistics and key activities of the Community Policing Priorities.
Recommendation from Municipal Planning Commission
- City Council is asked to consider a recommendation from the Municipal Planning Commission related to monitoring and enforcement of unregistered illegal suites in Red Deer neighbourhoods. The recommendation asks Council to direct Administration to identify any additional resource needs for enhanced data collection, compliance monitoring and enforcement, with those resource needs to be considered during the 2027 Operating Budget process.
- Council is also asked to consider directing Administration to review and report back with options for a process to identify and report non-compliant illegal suites, including safety concerns, that does not rely solely on complaints from neighbouring property owners. The recommendation came forward following Municipal Planning Commission discussions about backyard suite applications, where concerns were raised that existing records may not fully reflect the number of illegal suites in some neighbourhoods, which could affect neighbourhood planning, bylaw compliance and enforcement efforts.
