City Council on the agenda – Monday, April 29

The Monday, April 29, 2024, Regular City Council Meeting will start with a one and a half hour closed meeting at 10:30 a.m. The open portion of the Council meeting will begin at approximately noon.

The following items are on the agenda:


Land Use Bylaw amendment (Consent agenda):

  • Council is asked to give first reading to a proposed amendment to the Land Use Bylaw stemming from a property owner request to remove a parking requirement at two downtown addresses.
  • The site, located at 4311 and 4415 49 Avenue (Baymont by Wyndham) is zoned C1, which does not typically have an off-street parking requirement for commercial uses.
  • Recognizing the broader C1 district does not require commercial development to provide off-street parking and the two parcels have a substantial number of on-site parking stalls, administration supports the proposed bylaw amendment.
  • If first reading is given, a public hearing will be held at the next regular Council meeting on Monday, May 27, 2024.

2023 Annual Financial Report:

  • CFO Ray Macintosh will present the 2023 Annual Financial Report to Council and provide an assessment of The City’s general economic condition.

Loan Bylaw Amendment – Central Alberta Humane Society (second and third reading):

  • At the March 18 regular Council meeting, Council heard a request from the Central Alberta Humane Society to defer loan payments for one year. An amending bylaw was presented to Council, which received first reading.

  • This Monday, Council will be presented further information requested on March 18 before Council considers second and third reading of the amending bylaw for the Central Alberta Humane Society loan.

Vehicle for Hire Bylaw (second and third reading):

  • Council is asked to give second and third reading to Vehicle for Hire bylaw amendments, including the following revisions:
    • Eliminating the cap on taxi plates
    • Replacement of age-based restrictions for vehicles with mileage restrictions and quality standards
    • Removing the drop rates for taxis
    • Simplification of licensing process
    • Reduction of driver’s abstract from a five year to a three year abstract
  • Feedback from members of the public received by April 19 has been shared with Council.
  • There is no statutory public hearing required for the bylaw adoption.

 Zoning Bylaw (second and third reading):

  • City Council held a Public Hearing on April 15, which was adjourned before second and third reading could be considered. At this Monday's meeting, administration will bring more information and recommendations for next steps for City Council.

  • This is a new Zoning Bylaw which will repeal and replace the current Land Use Bylaw. Details on the project can be found here: engage.reddeer.ca/LUBreview   
     
  • The public will not have an opportunity to speak on this item during the meeting.
