City Council: on the agenda

The following items are on Red Deer City Council’s open meeting agenda on Monday, March 18, 2024.

Electric Utility Annual Report for Alberta Regulation:

  • The Electric Light & Power (EL&P) department's Annual Compliance Report, as required by the Code of Conduct Regulation (Alta. Reg. 58/2015), must be approved by Council and submitted to the Alberta Utilities Commission (AUC) within 90 days of the end of the calendar year. In 2023, there were no complaints or instances of non-compliance to report.

Zoning Bylaw:

  • A revised Land Use Bylaw, also known as the Zoning Bylaw, will be considered by City Council for first reading. The updated bylaw is focused on reducing restrictions, streamlining standards, allowing more uses in all zones, and to allow for more housing options for people at all ages and stages of life. Notable proposed changes include: reducing the number of residential, commercial and industrial districts into zones, more gentle density options, increased building heights, and greater flexibility for development applications.  Read more.

Stormwater Utility:

  • Administration will present a report that will outline the next steps regarding the creation of a Stormwater Utility. The recommendation is that Council defer decision on the future of Stormwater as a utility to the Utility Governance project for Council for consideration and next steps.

Land Use Bylaw amendment (site exception) – Public Hearing:

  • On Monday, Council will have a public hearing and second and third reading for a site exception amendment to the Land Use Bylaw that would eliminate a provincial requirement to provide an engineer’s report concerning a landfill setback that extends over part of a parcel that the applicant wishes to subdivide.

Land Use Bylaw amendment (rezoning) – Public Hearing:

  • On Monday, Council will have a public hearing and second and third reading to amend the Land Use Bylaw to rezone 3837 47 Street, in the Eastview neighbourhood, from R1A Residential (Semi Detached Dwelling/Duplex) District to R2 Residential (Medium Density) District. The property is a corner lot. It is currently vacant with the exception of a rear garage.
