This program encourages homebuyers to improve the aesthetics of their lot by assisting with landscaping costs. Take advantage of up to $12,500 in landscaping credit when you buy a lot from March 9 to August 31, 2018.

The credit program is available to anyone who purchases and closes on a lot from March 9, 2018 to August 31, 2018. Eligible expenses must be incurred before December 11, 2020. If an eligible expense involves work performed by a contractor or third party, the work must be completed and paid for by December 11, 2020. Expenses incurred before the land sale closing date will not be eligible for the credit program.
The registered owner on Title at the time of application is eligible for the credit program.
Any expenses that directly contribute to landscaping improvements, are enduring in nature and are integral to the landscaping of the lot will be considered eligible. Eligible expenses include:
- Trees, shrubs, perennials
- Enhanced driveway (above minimum requirement in Architectural Controls)
- Outdoor Gas Fireplace
- Garden Boxes
- Raised Flower Beds, Planter Boxes
- Retaining Walls, Edging, Continuous Curbing
- Gravel and/or Mulch
- Landscaping Stones/Rocks
Additionally, services rendered in the landscaping design and construction process can be claimed.
All expenses must be supported by acceptable documentation and are required at time of application. It is the applicant’s responsibility to ensure an expense is eligible prior to submitting the claim. Please make sure to review the list of excluded items (see next question). The following expenses will not be eligible for the Landscaping Credit:
- Any improvements to the dwelling’s interior or exterior i.e. blinds, appliances, etc.
- Outdoor Wood Burning Fire Pits,
- Sod or Seed,
- Outdoor Furniture and Tools i.e. barbecue, patio furniture, landscaping tools, etc.
Fill out the Landscaping Credit Application Form (pdf) . Printed copies are available for pick up at the Land & Economic Development department (see below for address). Supporting documentation for incurred costs will be required at the time of application. Once the application form is completed, a review of the application, supporting documents and a site visit to verify completion of work will occur. Documentation such as agreements, invoices, and receipts must clearly identify the type and quantity of goods purchased or services provided. The following information should be clearly provided during application:
- Vendor/contractor including business address and GST registration number
- A description of the goods and date purchased
- The date when the goods were delivered (keep your delivery slip as proof)
- The date when the work or services were performed
- The amount of the invoice
- Proof of payment: full payment must be evident on the receipt or invoices, such as credit card slip or cheque received.
Yes. You can still receive credit for all eligible materials, fixtures and equipment rental expenses. However, the value of your labour is not eligible (you can’t invoice yourself for the labour).
It depends. Labour expenses are not eligible unless the services are provided by a person who is registered for the Goods and Services Tax (GST) under the Excise Tax Act. So, if your brother-in-law is registered for the GST and if all other conditions are met, the expense will be eligible for the credit.
The landscaping credit applies to expenses incurred in the date range mentioned previously, up to $12,500 including GST. Your claim can include a variety of expense types (invoice for labour, receipts for products, etc), and the totals will be added together. Once your claim reaches $12,500, any outstanding items will no longer be eligible.
Closing on your lot is the technical term The City uses for the point at which Title has been transferred from The City to the lot purchaser. The City requires lot purchasers to close on their lot within 60 days of signing the Land Sale Agreement.
